i have figered out the scavenger hunt number locations
the three numbers appear inm the map from top to bottom in the following locations around the lighthouse

1, appears in a burnt tree when looking towards nuketown
2, appears on some rocks behind you when looking towards bus depot
3, appears slightly hidden on the upperside of the call of the dead cave that is now filled with dark aether crystals

Why on earth does it require a key if there are steps to unlock the scavenger??? I have to do all the steps, AND just hope I get lucky???

You can pick scavenger through the wall if you lay down (works for now) :)
The wall = area that has the circle stairs.
