It doesn't work for me with the closed obsidian boxes.

There's a 50% chance for any Arsenal mod weapon to drop at all. There are 3 in the loot pool, so there's a roughly a 1/6 chance for Hellbinder to drop. It should also be possible to use shimmer to transmute the other Arsenal weapons into Hellbinder (Unless you turned off the extra transmutations in the config).
Oh, if you're using the Remix seed weapon swap it gets replaced by the Shadowflame Whip.

I had opened 300 obsidius boxes but none of them give me a hellbineder wipe or the yoyo which is said can transform into the wipe by shimmer

Wait a minute, have you been opening the Obsidian Lock Boxes that drop from the fishing crates? I just realized I forgot to the clarify that THOSE are what drop the weapons, not the crates themselves.

I just tested to make sure and the Obsidian Lock Boxes are properly dropping Arsenal weapons for me.
You may also want to make sure your version of the mod is up-to-date by unsubscribing and re-subscribing to it. You may also need to delete it from your mod list in-game before re-subscribing. Sometimes Steam Workshop forgets to update things.

It's a rare drop from Martian Madness enemies, similar to the Charged Blaster Cannon
