The contents of the archive goes into ...\Steam\steamapps\common\Mount & Blade II Bannerlord\Modules or the equivalent folder for your platform. You'll see the 6 default TaleWorlds modules there if you're in the right place.
Your final hierarchy should be : ...\Mount & Blade II Bannerlord\Modules\TORHirelingNobleRecruits

Only needed for TOR 1.2.11 Season of Doom; the fix is integrated directly into the mod for the dwarf & orc release
