i'm on year 7 of my game with arround 1m wealth and every time i complete a quest i buy i only get critical quests now, i need quests to get more intel and decrease visibility but i try to complete normal quests for the refresh and the new quest is going to critical quests, any idea what is the rule for spawning a normal or a critical quest when previous is completed?
