Ultimate, and it's not even close imo.
It's much more polished, has more content, and a MUCH better framework, such as attributes, UI and AI. It feels a lot harder too, which is a huge plus.
The extra random events also make the world more lively, and the reactive AI is very proactive. Sometimes enemy QRF's arrive so fast I have to leave all the loot behind and flee. No raid is ever the same twice.
The compatibility with other mods is also extremely well done. I can run Operation Trebuchet in AntiStasi, and its a blast.
My ONLY complaint with it is that it doesn't always play well with Zeus, such as not being able to move friendly units but being able to move enemies. But its such a small thing it barely has an impact.
The DEVs should be paid honestly, some of the most fun I've ever had on ARMA
