Yea anybody know?

Hella late response but for anyone still wondering: in the vicinity of your HQ, press Y, click "Commander", then "Commander Menu", scroll through the pages on that screen until you find "Move HQ to Another Zone" This will add Petros to your squad. From there, go to the physical location where you want your new HQ position to be, tell Petros to either stop or tell him to move to any specific spot (basically, just get him to stop moving). Walk up to petros and, using the scroll wheel, choose the option "Build HQ Here"

btw yuo need to be in the hq for the option to show up
