From what I have seen, they seem to constantly attack each other, though I think they will only leave battlefield debris if you are in the area while it is happening. Their fights vary in intensity, from cracking off shots at each other on foot to sending helicopters and tanks into enemy territory. So yes, they actually fight, but you'll only really notice it if you're nearby. It can get pretty chaotic fighting both factions at the same time so be ready if you go into contested area.

They do fight, however, if you're very far away from the frontline, the fights won't render and as such will be decided by a dice roll as your said. They will only be physical fights if you're operating close enough to observe them.
