buy the construction boxes in the Garage the 100/500 box determines your budget for construction you then carry that box to where you need to construct and you'll get a build area and overhead camera for when your ready to do all the building once you have put down your structures and left the build interface you'll be given piles of construction material where you simply need to walk over to each one and hold space bar to build you'll need to use either the command menu or garage static menu to then get weapons into your constructed positions if your in the garrison radius of a point units will get on the statics you place down if not you'll have to use the command menu to buy an AA/HMG etc emplacement with a crew hope this helps

how do i buy motars or hmgs etc cus its not in static anymore?
also i cant choose what direction roadblocks n ♥♥♥♥ is placed is there a way around that?

Recruit squad for Mortars, Establish Outpost under garrison management for HMG/AA/AT emplacements. If you would like a permanent mortar on an outpost or base you'll have to wait until they are unlocked through the statics screen. You might have to check the arms dealer to get these statics keeping in mind you can garage the statics at the arms dealer

Side note... I don't use road blocks so i apologize i can't help you there
