In the colony map, the car genuinely goes twice as fast as a horse, evident by its movement speed being 10c/s vs 5c/s. However, the horse has a 160% bonus speed in caravan, so that might be why cars are just so bad on caravans. I hope this wasnt a deliberate design choice, or there is actually no use to vehicles.

how do you send them out without using a caravan though?
If you look at the calculation for the map speed when creating the caravan, it shows that e.g. two pawns sitting in a Roadrunner are counted as not mounted. But you can add two mountable animals, like horses and gain a speedboost each time.
Makes no sense, since the pawns would already be "riding" in the car, but it is a workaround to make mixed caravans.
Preferably would be a fix to make pawns inside a car count as mounted but then there would have to be a speed bonus associated with that, otherweise it would just make the speed worse in the end.
However I dont think vehicles should make animals entirely obsolete for caravans. Cars and trucks should be siginificantly faster on good roads, but on bad roads and open terrain animals should be superior at least for speed if not necessarily for cargo capacity (e.g. Roadrunner has the capacity of like 7 horses, so it might be worth it even in rough terrain, whereas a car or bus is only sensible to use on roads, otherwise horses are better to just transport people.)
If this is by design let me know because that means I can uninstall it.
