It is for fun a little bit, but it's true under some very specific circumstances. Specifically teleporting to another 'offgrid' room such as a Devil Room, inverse Emperor room, crawlspace, or similar, can result in you getting stuck in a loop where you can't leave the flashback via the door. It's sort of an extension of the 'celestial interference' idea.
Anything you can actually see on the minimap is safe, though, even Ultra Secret rooms. I've kinda been debating whether to keep that mechanic, since it's mostly just a disguised anti-cheese measure that might not even be needed since I upgraded some of the flashback room code (since at one point in development you could TP to a Devil Room, clear THAT, and still get the flashback reward).
