They're typically hanging out around the bars. If you're having issues finding them, you can come back another time and they should be there again. Worst case scenario, you can try to do an Import to see if they respawn.

I believe the Pacifiers are able to respawn, even if they're killed, just in case of enemy raids, etc. Although, "World State Overrides" may cause them to disappear (ie. the entire town is killed and it switches factions).
