It's probably a mixture of the somewhat old game engine (15+ years atm lol) and a bunch of mods. It could also be from a bunch of different variables, such as potential data corruption from save scumming, etc. I've never personally had this happen to my games (400+ hours across multiple New Games), and it's not replicable by others who reported it.
You can more than likely fix it with an Import, at least based on the various other threads created for this issue. If an Import doesn't work, try loading an older save if possible.
Try not to save scum if you haven't already, it can cause pretty bad issues by reloading saves while already in game. It's better to exit fully to Desktop first, if you need to reload.
Yeah an import ended up fixing it for me. I would say going forward this seems to be the unilateral solution - just seems to be a random bug that occurs through a very specific set of circumstances involving integers.
Nice, glad that was able to fix it!
The Import tool fixes like 95% of issues with this / other mod lists, wish more games had a similar tool lol
