What town does this happen in? I'll go try it out and see what's happening. It could just be something dumb like there's not enough spaces to "sleep" in so they just kinda stand around until the new day begins.
Or, they don't have a decent enough AI package and might just need something to do when not working (ie. walk to the bar, which is most NPCs default non-work time routine)
Ah okay that makes sense. Yeah, I could probably put some additional beds lying around the Bar or homeless encampments like the Hub. It would make sense in the Shek region because they have quite a lot of people compared to available housing/beds.
The various abandoned buildings (the ones you buy to repair/live in) tend to have some sleeping bags on the floor for the homeless, but since UWE has like 100+ people in a town there's probably some towns that just need additional bedding. I haven't really noticed the random "Idle" people hanging around at night, probably should pay more attention when I roam around to spot other areas lol
