Edit: It seems like it may be a conflict with the Living Societies mod, sadly.
2nd Edit: it seems Living Societies has a few of this type of bug, I'm going to try a game without it.
3rd Edit: Seems to be working fine without Living Societies.
Edit: I just realized that might be like one of the events where someone gets a cure before the Arcane Remedy is developed, let me load the file and check
Edit 2: Loading doesnt restore message pop ups apparently, but I don't see anything that might refer to that in the log
