Hello, just saw this thread. Well, if you don't have XCE and you have the game on steam just switch to the Community Edition version in the properties of the game. And then download the mod from here https://www.nexusmods.com/xenonauts/mods/59?tab=files and install it in the "Steam/steamapps/common/Xenonauts/assets/mods" as stated in the readme.
