I would like some help on this, I do not seem to have this figured out...

I started the mod in both orders.
Part 3 on top --> Part 2 --> Part 1
Also
Part 1 on top --> Part 2 -- > Part 3

Both times the unit sizes still consist of 131(skirmishers) and 150 for regular units.
This is very frustrating considering other factions have lower quality units with 225 units that keep defeating my armies.

I have seen playthroughs on Youtube where players have 200 unit sizes per unit.
This is very frustrating because it poses an unfair competition.

Ami I doing something wrong and if so, what am I doing wrong????
