[balance] Amount of repairable ships in scrapyard sectors is redundant
There are too many of repairable ships (10+) in each scrapyard sector which you can repair and
-sell to local scrapyard to make easy money (millions)
-dismantle for resources (if you are playing without 'build only on shipyards' mod)
