I suggest considering the shift in the technology of ocean liners from Lv 2 to Lv 3 as a branch of screw frigates. It seems to me that they are a bit too early as a technology (from a quick search, it seems that the concept of the modern ocean liner originated around 1870).

If you're interested in an event idea consider winning to get the so-called "Blue Riband, the speed record in crossing the Atlantic Ocean.

Initially I based it on the first ship built for the purpose of making Atlantic crossings the SS Great Western[en.wikipedia.org] which was built and launched between 1836-1837 it seemed very convenient! But you're right it does feel a little early in the context of the game, I'll maybe make the change in the next update! Thanks! :)
