largely has impact on the sights and spread of weapon but as scout said yes masterwork and legendary weapons also increase dmg and i believe awfull ones might even be slightly worse. poor to excellent its mostlyl abbout accuracy and usability by shooters. a bad shotgun is still a shotgun if your crafters suck using weapons that require little to no accuracy is a good idea.
