I am getting this too. The Pillbox and the 3 bunkers will not allow placement anywhere except for on raw stone, and once they dig out the 6 spaces it designates, it removes the blueprint for the structure.

same for me but i dont know how to solve it

for me, I can't build them because of something across the map blocking the interaction spot.

Alright, so I found the solution somewhere after looking around the 'net for a while, but you need to build the pillbox ontop of a wall + door + wall foundation, looking like this with the door on the interaction spot:
