The part of France that became Elsaß-Lothringen produced around half of France's iron (the Germans actually drew borders to keep most of the iron mines for themselves).
In my mod, I have 89 levels in Alsace-Lorraine and 80 in the rest of France. I guess I could add a little bit in Normandy, but I think the levels overall are fine.
Alsace-Lorraine alone has more iron mine levels than all of the UK or all of Germany.
A part of the Saar coalfield does indeed reach into Lorraine which is why Alsace-Lorraine has 8 coal mine levels. Coal was more expensive in France than it was in the UK and US because France actually did not have enough coal. In 1913, the price of 1 ton of coal in France was $3.55 while in the US it was $1.27, in Germany $2.59 and in England $2.23. That's also why they exported a lot of iron instead of turning it into steel themselves.
The wheat thing is mostly a relic of "1 grain farm type per state". In most of Europe, different grains are grown and you're probably going to find both wheat and rye in most states.
I mostly assigned wheat to states that produce wine and rye to states that don't (or only produce little wine).
So yeah, the wheat vs rye thing is actually all about wine, since grain production itself does not differ.
France was not a significant producer of lead (around 3-6% of the world's supply) and didn't produce sulfur directly (but pyrite, which is why it has 48 levels of sulfur mines).
on the other hand, for coal, that's what I was getting at, certainly the price of coal in France was higher because consumption was higher than production, but it is not because there is almost no production in France.
for example you put 8 coal in alsace while the saar deposit in germany produced as much as the french part. besides, I wonder why the German part has the modifier and not the French part when they are the same deposits xD.

I also think that you could put a coal mine in Provence and Languedoc with like a level 10 or 15

sorry to bother you with that, I understand that France was in lack of coal but it produced a lot and everywhere, but indeed much less than Germany or the UK xD
and OK, I understand your point of view with agriculture, in fact if it's just to differentiate between wine and citrus production, it's very smart! thanks for explaining to me.
finally I expressed myself badly but it is not for France the lack of sulfur and lead, but in general in the world xD or else it's the AIs that really don't develop anything because I'm often in short supply of lead and sulfur when the mines are at full capacity.
sorry to bother you with that! it was especially compared to coal because even with the sources that you took, most of the production reports still indicate much more than in the mode.
