you have to be born/raised in turkish land and under turkish family. or try google translate, also you could get in contact with the turkish embassy, and see if they have some sort of program for foreigners who want to learn the language and experience the culture, or if they can help you in some way.
I know China was running something like that some 10 ears ago, I was In college here in the states, took mandarin classes, and they reached out for students interested in traveling to china for a month, all expenses covered, those who did came back being capable of holding a conversation in mandarin, because how the hell would not learn mandarin if they spend a whole month surrounded by nothing else?
