More chaos upgrade you can find from linked submod on my mod page.
The most obvious and simple would be to put the condition that in the faction there is at least one recruitment building of the unit to which you want to upgrade. For example, to upgrade to Cold One Knights you must have at least one Dread Manse built somewhere, similar to how some High Elf technologies work that require you to have at least a certain building to research it.
Another way is to make it similar to how it works in Warriors of Chaos, make for example 2 generic technologies for all factions that allow you to upgrade to tier 2 and tier 3 units. Here the difficulty would be to add these two technologies to the technology tree of each faction in a balanced way.
There is also the option of mixing both ideas, putting technologies, either generic by tier or specific to each unit, that require having certain unit recruitment buildings to be researched.
I'm not an expert in making mods, but I hope that these ideas will at least be of some help.
For example:
To upgrade an unshielded clanrat to a shielded clanrat you need: 3 veterancy, some money and t-2 barracks in your army region.
And to upgrade a clanrat with a shield to stormvermin, you need: 9 veterancy, a lot of money and t-3 barracks in the region of your army.
That is not possible under the warband upgrade system.
