If you’ve bought buildings in Mourn before investing you may end up taking a building that the new mobs would occupy and they try populate another one. You can talk to Gary and debug and he will tell you what upgrades the mod thinks you have.
You don’t have to leave and come back from that far away and you can also simulate it with a game import.
The only thing I can suggest is to import without buildings… and see what happens.
I didn't purchased anything in mourn, other than the upgrades, specifically to prevent any conflicts.
I only traveled that far to make absolutely sure it wasn't some weird game thing when going to Catun and Flats Lagoon stopped working.
I tried Importing without building, it didn't do anything. I made sure to do the import when I was in another town.
I am giving this info and feedback to help better the mod. I legitimately don't just expect you to fix it or even look at it if you don't want too. It's your mod, bro. My whole point for DLing this mod was to make Mourn a proper city, rather than have it as an outpost. So buying it to attempt to fix some of the issues just doesn't appeal to me, personally. Again, I really appreciate the work you put in and love the concept of the mod. I also very much appreciate you just taking the time to reply to people.
I don't know what caused my issues, but this seems to have fixed them all. Best I can guess is something broke the sequence and left it in some kind of half updated limbo.

First off Garri will allow you to purchase multiple upgrades at once before going to another town, i recommend not doing this, for me this caused the sequences to bug out, which made mourn stop upgrading and i needed to revert back to my save before fixing any of mourn.
Second off the satellite walls for the city become passable during the upgrade process, or at least it did for me, i waited till the very end of the sequences after Garri informs you of your alliance to the tech hunters and then used the Shift+Ctrl+f11 to fix pathing issues, this fixed all the walls.
And finally if this wasn't already obvious make a hard save before talking to Garri the first time in case any issues pop up. Im not sure if Mitsurugi had any mods but i believe there may be a conflict with this mod and one of these; Living world, Tech Hunters save Catun, Kenshi Legendary. I believe this because my first time entering the town and going to the bar, the bar was inside the swamp dome instead of the smaller building.
But if you follow those 3 rules it should work fine with no issues, hope this helps somebody, also to the dev Ben thanks for this awesome mod, my little hiccups were mostly me trying to speed through it instead of following the directions, and it works wonderfully now!
I may do some work behind the scenes to prevent people buying all the upgrades at once, but this will likely mean Garris appearance changing unless I can make it static (because I will have to load a different Garri and dialogue pack for each town override).
