Well. Minor demons are automatically generated and you can always summon another one, hell it's full of them. But when it comes to the greater demons, there are only a few that you can summon. Each greater demon is unique, in terms of its behaviour and what it can offer you. Therefore, their number is limited.
The 'greater demon' option only applies to unique demons that are available for summoning and that you don't know/haven't met yet. This option disappears if you have already met all the demons or no further demons are available.
Note that once you get to know a greater demon, it can be summoned directly by name (as long as you have the scepter or max demonology).
When I do major updates, I usually add a new demon as well, but their number will always be limited, unfortunately ;p
