This position used to be available only if you had the appropriate dynasty perk or accepted witchcraft, but now it is simply available to rulers from kingdom level upwards (although aptitude is better if you have the dynasty perk, and acceptance of witchcraft may have a slight effect on whether the position will be filled).

It's nice to hear that you have positive impressions.
Changing into a demon is possible, though difficult. The simplest way is to use the ruler designer (or command), though I do not recommend these methods. When summoning demons, you may sometimes encounter a demonic child, Abaddon, whom you can make your heir. This is also a fairly simple method, but it requires luck for the child to be summoned. And such a demonic child may cause some trouble at your court...
A character can also become a demon if both biological parents are demons; this happens automatically, but only after a certain amount of time. Another way is a special project. Unlocking it requires a source or hell sceptre, and you also need a bit of luck for the project to be unlocked.
