Yeah, flying castle is a special project which you may unlock and next deveop during Magic Research ;)
Well, it seems that the special projects system is not as intuitive as I expected.
I also don't make it easy for players to experience every possibility every time. I like the vision that a player can play again and see something new the second or third time.
You must use the decision Conduct Magical Research, which starts events chain. One of the first events will allow you to choose the type of research - when you choose special projects, those available will show up in the next event.
