"Ruler Designer Unlocked" works in multiplayer in started games. Unfortunately, it overrides "A Spouse Designer for 1.9.*".
If you need a multiplayer partner for testing, you can hit me up on the weekend :)
Here's my current workaround that both shows that editing characters online on started games is possible, and may be useful for interested parties:
1) I use "Ruler Designer Unlocked" in multiplayer, ask players to "Save" their created characters in the character creator menu, and make note of created rulers
2) I copy the other players' generated spouses, saved as ".ck3ruler" files in `%USERPROFILE%\Documents\Paradox Interactive\Crusader Kings III\rulers`.
3) I restart the game with "Spouse Designer for 1.9.*" enabled, and load the spouses. Note that house information is not loaded when loading characters, but house coat of arms is saved in the ".ck3ruler" file and you can manually copy it to paste it in the editor.
