1) In their current state, Character Runes and Banner Runes are very strong for their price. I suggest raising the base Oathgold cost.
2) In its current state, x3 runes clutter up your inventory a lot and create too much micromanagement. I propose replacing x3 runes with x1, but removing the limit from NOT master runes
