After doing a pretty much a WC and using all decisons and forming Rio Grande, the tooltip says i havent "Establish the Rio Grande Ranger Republic".
BTW I've had to return territory to the Jefferson Rangers for it's relevant tooltip to turn green, some decisions seem bugged because they dont give the right territory.
Any ideas?

PS: the monarchist Ontario FT is soft locked if Quebec isnt capped fast enough and in a similar vain in the fascist Oklahoma FT it's possible to keep "Oklahoma Rangers" spirit because it's in a different branch than the one that cancels it.
