Personally Texas is the best because once you beat Oklahoma and Louisianan you can integrate them and have an early lead and big economy

Honest to god, Georgia if you rush early.

Oklahoma you can easily defeat Texas you have a sort of big army with 28 divisions and plus if you go greater Oklahoma it becomes even easier
