SCP-173 does not work currently. It's description of being able to move was an april fools day joke.

SCP-173 is just a sculpture in this Mod. Unfortunately, it cannot move or snap your neck. You can just create it for fun. If I knew how to make Rule Pack Defs, though, it would have a custom flavor text in its Mad Libs Art Tab.

I feel like that would be pretty hard to code knowing that there isnt a way to detect whether a colonist sees something or not. The closest thing would be a different SCP that moves when in darkness like those creatures from the Anomaly DLC that close down in light.

Well, now I know how o make Rule Pack Defs and could give flavor text for the SCP-173 Sculpture. Deemaniac, if you ever come back to your senses and remember my Pull Request, I'm ready to add it.
