I don't know what's causing it, but my Feral Werewolves are getting stuck in forest tiles and never leaving again. Either just moving in between adjacent forest tiles or outright getting stuck and never moving again cause they ended up moving into a lone forest tile.

They are designed to do that. They focus on Forest tiles like animals.
