I have 2 civics points instead of 4. It is the last in load order, so it should overwrite the other mods.
This is on Lite edition and Standard edition at least (didn't try the beast)

I only have 4 ethic points and 3 civic points Using the Beast version

For now I've only tested the BEAST edition, and it was working correctly using the Necroids with the "Empire" government type. I haven't had time to test the rest of them yet. All the information you can provide is important to channel and filter the source of the problem and facilitate its solution.

It was doing it on all empires, I have added the mod "4 Civic Slots" and now everything is fine.

Ok that's somewhat "good" news. A work around.
Still I don't understand what is causing that bug for you. I'm not using mods other than this one.

It could be one or two mods that change the economy system, resources or something like that.

3.3 broke faction spawning for this mod. I've tried with my modset minus this mod (Well the beast version but should be same?) and the mod by itself.
Both times it breaks faction spawns. So shouldn't be some mod messing with yours. They spawn just fine with no mods, they have %'s as well at the start.

The % of your pop for each faction on the faction window is stuck at 0% with this mod turned on if that helps you track it down. I also had a buddy try it to the same end, so shouldn't be just a odd DL on my end.

Let me know if I can help you fix it. The group I play with like using it a lot. So we appreciate you taking your own time to update / maintain this.

Edit: We've also tried different governments and race combos to see if it somehow was just one of them. So gotta be the unity changes changed the coding.
