Not working for me. It just re-enables admin restrictions when I reopen it

Thanks to Lex that figured out a way by copying the mod-config file to your server galaxy to enable the mod-config server wide:

the easiest way is to go into Creative Play --> Custom Turret Builder --> Admin --> set all the parameters you want running on your dedicated server including turning the free build and admin function off. Then go to your %appdata%\Roaming\Avorion\galaxies\<YOUR CREATIVE PLAY GALAXY>\moddata. Open the customturretbuilder5_adminsettings.txt and just change the adminonly to false. I know what you're thinking but admin will not be active for clients. Once you save, copy the file to your dedicated server's %appdata%\Roaming\Avorion\galaxies\<YOURSERVER>\moddata folder. And off you go!
