When you press E on the radio in the lab room, it plays some audio. That audio is an SSTV transmission - and my friend and I were able to decode it into this image:

Here's how to do it yourself:

• Use Audacity to convert the MP3 file from the map into a 11025 Hz WAV file
  
• Import it into Black Cat SSTV with the following settings:
  
  • Set the SSTV mode to "Scottie 1"
    
  • Untick "Automatically start decoding on VIS detection"
    
  • Tick "Automatically detect SSTV mode" and both auto adjusts
