i've checked every t1,t2 and t3 katapraktos toxotes both horse and foot - all of them have no shield, so looks like it's planned them not to have shield. However, for balancing devs added shield blocking stat even without adding shield models. I can add shield to them, but if you can prove it's historically accurate
