Starting out with only officers is very different from having a large crew. Your skills are much lower for the first few levels. All jobs grant extra skill levels for the first 1 or 2 levels, so to make up for your limited crew size, you'll want to get 2 or 3 jobs on all your officers.

You'll also want to generally upgrade your officers with new recruits with strong bonus skill levels as you progress through the game.
