something I encountered several times during my campagin is the tendency of Temple States to release their own capitals (and temples) as Temple States. For example, Judea released Jerusalem as a Temple State, Samaria released Shecem, and there were several others. It's shouldn't be possible - not only it's not realistic, I find it a bit immersion breaking. Sure, if these states were independent or even another type of a subjecy, sure, but if they are supposedly ruled by a High Priest who sits in a particular temple, it doesn't make sense that he will give up his source of power,

I don't know whatever it's possible to prevent it from occuring, but if it's, I think a restriction should be added to the mod...
