You need to deplete fuel down to 30% (check it with decay meter) and you need to put it into fuel reprocessor. (i copied this comment from main section but whatever it still works)

you deplete fuel by having working reactor and more moderators you have faster it will go down

if you didn't try putting Cm fuels then its strange cause it worked for me but if you did then its because it doesn't have recipe for that yet
