Could you tell us your system specs, and are you launching the game with the new or old UI?

i3 9100f + rx 570 4gb + windows 11, old UI, dx9 and dxvk modes tested.
In Ubuntu 24.04 occurs the same, big fps drops in certain areas and long time to start.

If the performance drop happens in locations where there are sun shadows, god rays, or lights with dynamic shadows, try experimenting with those settings (low , medium) and see if it improves performance. Also, could you let us know exactly where the FPS drops occur? As for the slow game startup, we’re aware of the issue and are currently looking for a solution

Btw, Black Mesa runs fine on my system, so i guest this is Blue Shift related.

It's most likely your CPU.
I also had the exact same issue, had an i3-8100 (quad-core) and it only stopped after I swapped it for a 6-core CPU - Had a solid 60-80 FPS experience across the board (with a few exceptions)

Fps drops occurs mainly in outdoors, like the beginning of chapter Captive freighter when fighting those soldiers. Once you're inside the base the fps get better.
Anyways, the mod is top quality and I appreciate the time and effort you guys are putting into this game, thx.

I've been playing around with +showbudget command that shows you the time that takes different parts of the engine and when fps drops the most the bars labeled "static props" and "unaccounted" rise a lot, so i guest there's too much geometry in certain places that cannot be rendered fast enough.

i know you said that bm runs fine for you but bm seems to be cursed to have performance that is universally ♥♥♥♥♥♥ up in some way
it takes a long time to load for me too but so does the vanilla game
