Try a different resolution. Technically there's no way that this can be resolution related but we had other glitches in the past that were caused by certain video settings

Have you also checked your custom folder in your gamedirectories? (bms and bshift)
Only thing I can imagine that content mounting messes up with asset loading.
On what OS are you playing?
bshift_models_000.vpk
bshift_models_*.vpk (* means 001, 002, 003, etc...)
bshift_models_016.vpk
bshift_models_dir.vpk
And are there any other models missing except character models? For example in the Area 3 lobby or the security cameras.
Are you using a symbolic link or a local installation in you Black Mesa folder?
These are identical tho, except the steam varaint has the symlink.
Sadly this is a very uncommon issue I also see the first time, however I assume that something on your end causes specific data not to be loaded. (Usually our new character models and animation libraries)
Maybe try verfy your game files (Right Click on Black Mesa in your Steam library => Properties => Updates => Verify Integrity of Game Files
Important is that you are playing on the latest public Black Mesa version (1.5 Necro Patch) and you don't have any mods installed / in your bms or bshift custom folders
