Dismissing OBM as a project and going 'they should just be a Black Mesa mod' when their project predates BM's original 2012 release by a few years is completely unfair. BM doesn't have a monopoly on HL1 remake mods and OBM's team have a whole different personal interpretation of Xen they want to share (and as someone who's a massive fan of BM Xen still cannot wait to see because I like seeing more interpretations of Xen).
And that's ignoring the fact that OP4 is impossible without the direct involvement of Crowbar Collective as it is impossible for mods to add new weapons or enemies like OP4 requires.
As for HECU Collective, as far as I can tell they're going back to Azure Sheep Chapter 2 after finishing Blue Shift.
Insisting either of the teams make a particular mod or operate in a particular way just because you want it is just unfair to the respective devs IMO, especially given both are free mods.
It'd be cool to see OP4 made in the BM engine, I'd totally support any project willing to do it, I'm not going to demand the OBM or BMBS teams do it if they don't want to though. And I have no doubt they've already internally debated such issues as a team.
Decay's got a remake called Peer Review made by the devs of Black Mesa Hazard Course which is already in development.
Unlike Blue Shift, OF has additional enemies and weapons which usually requires the source code to be modded too.
The first half until Chapter 6 ("We are not alone") is technically possible. Pipewrench and rope climbing requires code access. From Chapter 7 on only map work is possible without any new weapons or enemies. Especially weapons like the grapple or the ally marines are toughies and even with engine access it would still be a lot of work to make this right.
