No Zone Chips in Stores
I just tested it in a new world with only the IO mod: there are no Zone Chips in Stores or a way to make them (with tantalum perhaps?). Please fix this issue.

The issue lies in the number of offers available within a store block: The Zone Chips are probably overriden by all the other offers due to this mod.
