The nuclear reactor needs a little bit of power - you have to jumpstart the system with a battery with that (or any other energy source.)

It might be the same with the coal boiler. Once running it can sustain itself. I haven't checked if the coal boiler needs some energy too, but give it a try.

Agreed, either need a little bit of power, also try power cycling it like you have to do with hydro engines. Also i had to do some googling when i first did it because i never noticed the steam pipes but you have to make sure you are using the correct in and out side of the coal boiler with the steam pipes coming out the correct side

I'm also having this issue. I have enough power to start it, but it's not going.

ive tried everything here, still can't get it to make water/steam.

Ok, so I just fixed it. I don't know if this will work for you, but this is what worked for me. So, Is the grid that the turbine is on getting it's power from somewhere else? I tried turning off all of my wind turbines and the steam turbine kicked into gear. I think the issue (or frankly lack there of) is that the grid will prioritize renewable energy sources before getting energy from somewhere else. So turn off all of your batteries, hydrogen engines, solar, etc. and see if it works.

i will g ive it a try, yes, its on the same grid as my wind power..and solar.
