I generally design my sound packs at their maximum possible volume so that when the engine, exhaust and turbo channels are turned up to their fullest volume in the ATS settings, that's when you get the best experience. If it's too loud, either bring all 3 sliders down together or use the master volume.

I also advise turning other sounds down to get a more realistic experience for example; turn down the traffic and environment sounds.
