Rome is a wonder not too far to Malta available to everyone. As is Barcelona.
AI will never diablerize for the moment. Making the AI be sensical about it and creating events if they were to target the player would be a lot of work.
I get that the AI trying to diablerize the player and creating events for that might be a lot of work but would AI diablerie be so much different from AI murder plots?
All in all, to be clear, it's far from an impossible task. Just not deemed a priority right now. Keep in mind that diablerie is an abhorrent horror in the lore, done only by a handful of vampires, it's far from the common ladder climbing tool used by players. So the AI would have way less use of it and only use it if on the more extreme roads anyway.
Other than greedy, ambitious upstart vampires it would/could add flavor to the Banu Haqim, hunger frenzies and nemeses dynamics though.
