Uss Paradox ruler designer, make sure to pick a splat that works for your bookmark (like if you want to play a werewolf, add a werewolf trait to your character and play on the werewolf bookmark) then run through the intro with "I want to create my own character", the mod will hand hold you from this point to make a working character.
