AI issues
Playing Duchess of Brittany, I manged to become Empress of Francia in less then 20 years, murdering my way to the top, while her intrigue is good, the main issues, imo is that prior rulers where unpopular, due to AI's inability to grasp primogen mechanics, also they are prohibitively expensive, especially early on, and it seems AI weight to take them has something to do with it.(maybe scale their salary and bonuses based on realm size and current era)
Love the mod, I think it's perfect fit for CK gameplay.

It's my impression that they keep Courts unstable on purpose. On the verge. Sometimes it collapses too often too quick, especially if PC is around to tip the balance. But it's obviously not intended to be stable realm anyway and cuddos for playing it as intrigue ♥♥♥♥♥♥♥♥♥♥♥ it's supposed to be. Neighboring Ventrue empires do well for themselves, until again, PC comes around, but it can't be helped. Courts is a special case.

They do make adjustments. Sometimes I notice, sometimes I don't, but I would not be surprised if they balance France every patch. It would be easy to cement Salianna's rule with some strightforward boost, but she is already easy and does not need any help if you play her herself. Also, France hosts a number of clan-recommended starts. Make one too strong and it would strangle others or at least bring them to unintended difficulty level.

AI plays poorly, avoid being AI. I am not arguing with your observations and you have my vote on descaling salaries. It looks harmless enough, but I don't think it would change much. As far as Salianna and other schemers go, their biggest issue is abuse of low success rate hostile scemes. They either kill someone unexpectedly with no gain at all or they fail, stirring more troubles they can afford.

Played it for a second time, same char, realm was more stable, it seems Mithras is the most robust emperor in the region, probably because of the buffs he has, makes sense since its cannon.

You are right about the AI, most issues are actually from vanilla not the mod, although some abilities are op, true faith for example(rare) and certain house bonuses, one of them gives you a flat -40% cost reduction to building cost, which imo is too much.

The AI doesn't suffer from primogen drawbacks. They will hire them (or not) depending on vanilla calculations of their worth as court positions. It's very unlikely to be of any balance consequence.
France is by design unstable. Salianna just usurped power from Alexander's 400ish reign as the game start and, in lore, her rule crumbles less than 50 years after. She isn't supposed to win.
House modifiers are by design unbalanced. They are to provide help, or challenge to the players for replayability. Like Hardestadt's house modifier is here to help him. Yorak's house is here to provide a very different gameplay experience. Midian's house is here to provide a difficult challenge.
