When I play as a Vampire, sometimes I get pop-up events where "great men" - historical figures of renown - spawn in. I can either expend resources to bring them to my court and embrace them, or I can let them go and they'll be automatically embraced by the most powerful AI vampire in the region.

Why don't I get these people as Inquisitors? Some of them seem like they'd make amazing inquisitors, and surely the hunters in the shadows would be interested in getting these people as well.
